26. Public Comments – 3 Minutes
Disclosure: the first comment below was given by WigginsMS.com founder Sundee Williams.
Williams addressed the board about the county’s Flock license plate cameras. She noted that the board approved a 60-day trial of the cameras on January 6, 2025, and that on November 3, 2025 it approved Flock invoices dated September 30 and October 3 through the docket of claims. She said the Sheriff has told her the cameras are grant funded, but that she could not find grant funding in the Sheriff’s Special Project account the invoices were paid from, which is funded by a budget line called Sales. She said she could not connect the roughly $16,000 in invoices to the Viapath agreement with the Stone County Correctional Facility or to Amendment 2, which removes the Sheriff’s office bonus and reduces the technology grant to $15,000 as of April 1, 2026.
Williams asked the board the following:
- How the board is funding the cameras.
- Whether it knowingly approved payment for cameras it had approved for 60 days.
- Who on the board has verified Flock’s change in data retention from 30 days to 7.
- How the board reviews the data that has been searched.
- What measure the board uses to judge whether the cameras are reducing crime on Highway 26 east and west.
- What policy governs spending from the Sheriff’s Special Project account, and who approves it.
She asked the board to request the following from the Sheriff’s department:
- How many vehicles the cameras record each month.
- What share of those vehicles are registered in Stone County.
- How many alerts resulted.
- How many alerts led to arrests or recovered property.
She asked for written answers on funding, data access, retention, and how success is measured, and for the topic to be placed on a future agenda. She said she has filed public records requests on the grants awarded and on any authorization for the cameras.
The Board Attorney said the comment raised many questions, asked Williams to submit them, and said the board would then advise whether they should go through a public records request.
The Sheriff said the Special Project money comes from the phone-provider contract and arrives as an occasional lump sum, and that county taxpayers do not pay for the cameras. The Sheriff added that the board funds the department’s budget and the Sheriff decides how it is spent, and offered to answer questions after reviewing with legal counsel what is and is not protected. Williams responded that, while the money does not come from the General Fund, she considers spending unrestricted funds to surveil county residents a poor use of money.
A resident who gave his name as Herman also addressed the board about a speed limit sign on West McHenry Road.
