At this meeting: The board tabled a permit-software purchase over contract concerns, took a county-wide internet overhaul under advisement, opened the 2026 tax rolls for public inspection — written appeals are due by the first Monday of August — and moved the industrial rail spur project to the land-purchase stage. 6. iWorQ permit software — tabled. The board considered purchasing iWorQ permit software for the Code Enforcement and Permit Office — a hosted system that would combine permitting, inspections, and department records, usable from a phone, tablet, or laptop. Board members balked at the contract terms: a mandatory three-year initial term that would outlast the current board’s term, a 30-day billing cycle where 45 was preferred, and a provision binding the county to Utah law. The item was tabled pending review. Tabled 5-0
7. Metro-E circuit, C Spire — under advisement. A proposal to consolidate the county’s internet service into a single C Spire Metro-E circuit at about $1,200 per month, phasing out multiple existing providers. The sheriff’s department pushed for the upgrade, citing thousands of dollars a month currently spent on outdated phone and data systems at the jail and the need for reliable backups and data transfer. The board is waiting on final contract terms and specifications. Taken under advisement 5-0
8. Updated lease-purchase financing, Bank OZK. The previously approved financing proposal, updated to add $2,500. Passed 5-0
9. Bulldog Boulevard Pathway (STP-008-00(021)LPA/108193-701000). Passed 5-0

Sheriff’s Department
11–13. Three annual grants renewed for FY2027 — the JAG grant, the Occupant Protection grant, and the DUI grant. Passed 5-0 (all three)
Regional Correctional Facility
14. Icotech annual warranty. The facility is moving its door-lock system out of a third-party arrangement and into a proper contract warranty. Passed 5-0
15. Waste Pro service agreement. After discovering the county was paying more for garbage service than comparable customers, officials renegotiated the agreement, saving thousands. Passed 5-0
Circuit Clerk
16. Circuit court terms for 2027. Passed 5-0
Tax Assessor / Collector
17–18. Education certifications acknowledged. Collector education certifications for Kenton Smith, Parker Bond, and Charles Williams; Collector of Revenue I certification for Jewelee Garcia, Cadence Hatten, and Charles Williams; and Collector of Revenue II certification for Kelli McGee, Tracy Smith, and Charles Williams. All four clerks completed their education this year. Acknowledged 5-0
19. Homestead exemption application deletion. A couple who had filed separately after a separation have reconciled; the duplicate homestead was removed. Passed 5-0
20. Assessment reduction, mobile home. The home was sold prior to 2026 and billed in error. Passed 5-0
21. Assessment reductions, real property (2). Two reductions handled as part of the equalization process. Passed 5-0
22. Notice to increase assessment of real property. The increase follows from the homestead deletion in item 19. Passed 5-0
23. 2026 equalization of tax rolls. The board equalized the rolls, including a correction to the personal-property recap where machinery and equipment had been miscoded as furniture — a line-item move with no change in value. Passed 5-0
O’Neal–Bond Engineering
24. Inda Rail Project invoice (GCRF-21-21). The invoice closes out design work — plans are complete and bid documents ready. Next meeting, the board expects a purchase agreement to acquire roughly 10 acres for the railroad spur, after which the project advertises for construction bids. Passed 5-0
25. Kirby Creek bridge repair. Stony Hill Construction, low bidder at $12,750 for piling work on Big Four Road, was caught by the June floods; at the county’s request the contractor left protective formwork in place, adding a $2,125 change order. The engineer recommended the formwork stay indefinitely until the bridge is replaced. The board approved the change order and the resulting $14,875 invoice. Passed 5-0
26. Parker Road land acquisition. Sarah O’Neill owns the land on the east side of Parker Road, where the county is working to correct a narrow roadway and problem curve — eventually adding a stop sign and paving. The county needs additional right-of-way, up to 75 feet. The board approved moving forward and selected Paul Hardy to perform the appraisal. Passed 5-0
27. GCRF grant agreement amendment. The annual renewal of the first railroad spur grant agreement — dates updated, nothing else changed. Passed 5-0
28. Herschel Road bridge replacement — closed out. Engineer’s Estimate No. 4 and final, $6,278, closes the project (LSBP-66(17)); final acceptance documents were approved for signature and notarization. Passed 5-0
Taylor Cemetery Road bridge (LSBP-66(18)). The replacement bridge is designed and state aid has approved the layout. A $3,375 right-of-way services invoice carries the project through this phase; the board attorney will prepare warranty deeds for right-of-way from two property owners, with no difficulty expected. Passed 5-0
School District
29. 16th Section driveway easement lease — Hagen and Sadie Ladnier. The school board has already approved. Passed 5-0
Chancery Clerk
30. Stone High football booster ad. The county’s annual full-page ad in the gameday program. Passed 5-0
31. Accounts payable docket for July 20, 2026. Passed 5-0
Departments
Emergency Management/E-911, Buildings and Grounds, Road Department, Medical Examiner’s Office, Justice Court, Recreation, Veteran Services, and Building and Planning had no agenda items.
